Call to order: 3:03 pm.
Review of Accomplishments of prior year by President McAllister
Updated Membership List. Melissa Porta reviewed property records and expanded our membership contact information. This effort is greatly appreciated.
Mariner’s Cover Home Owners Association. Matt Sullivan, described Mariner’s Cover Home Owners Association, representing 7 families who own property west of Baileys Harbor Yacht club, along Ridges Rd and Harbor Lane.
Web site. Our current web site sees little activity. The members were asked if there was adequate reason to maintain the site, considering the cost (approximately $80 annually) and time/effort required. There was some support for maintaining the web site. The board will review the question of member feedback.
Election of Officers. President McAllister and Secretary are willing to continue in those roles. Vice President Fedenia and Treasurer Sanstrom-McGrath offered their positions to anyone willing to assume those roles. Gil Gerdman was nominated from the floor for Vice President; Roland Daneau was nominated from the floor for Treasurer. The slate of officers was approved by vote of the Membership. The current officers for the next year are:

Discussion about the Stranded Tugboat Donnie S. President McAllister described in detail the efforts by himself and other members to engage local and State of Wisconsin authorities to address the boat and potential environmental damage that it could cause. A working group including local Baileys Harbor officials and State of Wisconsin representatives met in 2025 multiple times. That working group is currently inactive; the Wisconsin Department of Natural Resources (DNR) awaits a proposed plan from local residents. All parties involved recognize that removing the vessel will be costly.
Recognition of the contributions to HRA made by Grace Frudden. A founding member of this organization, Grace Frudden died in 2025. Maureen Sandstrom-McGrath, who knew Grace for decades, shared her personal thoughts about

2018 Treasurer’s report, Joan Gilbertson:
Having suspended the collection of membership dues, we have no income. Our expenses include:
- annual $10 fee for our Google web site,
- annual fee for re-registration of our corporation with the State of Wisconsin.
- honorarium for speaker at annual meeting (typically $100);
- cost of refreshments at meetings.
Previous balance was $3219.52; current balance is: $3052.28. Expenses: $167.24.
Old Business
- Suspension of membership dues.
Motion to continue suspension of membership dues collection. Passed. - Phragmites control.
Discussion included notification that DNR now allows mechanical removal of phragmites and cat tails (no use of motorized vehicle) without obtaining permission. Also, residents can obtain a permit (free of charge) to burn the removed plants. However, they are wet, and difficult to burn.
New Business
- Future leadership for Harbors Ridges Association (HRA). President Joan Gilbertson invited all in attendance to express any interest in becoming an officer of or organization. There was no expression of such interest during the discussion. Current board members agree to continue in their positions. The invitation to all members to become members of the board remains open.
- Membership communication. Secretary Mitch Leavitt asked all in attendance to confirm that he had their email address, and to remind neighbors to do the same. That is the primary method of communication with members.
- Speed control on Ridges Rd. This seems to be a perennial issue. The possible use of speed humps or electronic speed displays Were discussed. Mitch Leavitt will raise the concern with the Town Board again, asking if there are any new options to consider.
- Summer Social gathering. We must determine a date, time and location. Joan Gilbertson will review the scheduled events that might conflict with our usual August date, and then select a date and time. Also, she will reserve the Baileys Harbor Town Park for us. Last year the event was hosted by Sue Fedenia and Jeff Stanley. Sue explained that they might be traveling out of town at time of our summer social gathering. If they are home, they can host it again. These details will be clarified, and then shared with the membership.

Following the meeting, Matt Peter, Land Manager at The Ridges Sanctuary and local coordinator of the Baileys Harbor Noxious Weed Ordinance presented information about the Baileys Harbor Noxious Weed Ordinance.
